Park City Height and Parking Code Research

Park City, UT | 2022

Cascadia Partners conducted best practice research to inform a series of potential code changes being contemplated by Park City, a tourist-driven mountain town with significant housing affordability challenges. The City desired guidance on new approaches to setting maximum height and minimum parking requirements for residential development.

Cascadia Partners researched code standards for a wide variety of other mountain towns in regards to regulating height and bulk, affordable housing production, preservation of scenic views and view corridors, and effective management of parking supply. The research included in-depth interviews with planning staff from multiple jurisdictions. Cascadia Partners tested and visualized proposed maximum height standards on key sites, and provided recommendations for specific amendments.

The recommendations have been incorporated into a series of amendments to the code. Cascadia Partners is currently engaged in a follow-up project to conduct additional analysis and help to craft amendments that will apply to multiple zone districts in the town.
