Missoula Code Reform Adoption Support

Missoula, MT | 2026

Much like many other Western US towns, Missoula is experiencing rapid increases in population and housing prices. Their current housing stock an development code has struggled to meet the issue. CP was hired to assist in a multi-stage program to coordinate meetings, layout a revised code document, create code graphics, and develop prototype models for an updated development code that addresses the missing housing stock.

The updated unified development code fully overhauls current use/density based zones to form-based zoning and upzones close-in, affluent single-family neighborhoods to allow 8+ units per lot with scaled floor area ratio. The historic updates also eliminate minimum parking requirements city-wide while allowing for at least 3 units per lot and the full range of middle housing types in all residential zones Standalone residential are also now allowed in all mixed use zones. The recommendations were presented to Missoula City Council and approved unanimously in February of 2026.
