Fairview Food Cart Pod + Fairview Creek Redevelopment Assistance

Cascadia Partners was hired by the City of Fairview to prepare a feasibility analysis for a large, dynamic food cart pod that was constructed on a prominent corner in Fairview. The project was developed in partnership with the land owner of the site and using the City’s Urban Renewal funds. As part of this feasibility analysis, Cascadia Partners conducted market research with comparable food cart pods in the Portland metro region. From this research, an operating statement and cash flow analysis was conducted to ensure a baseline level of financial feasibility for such a public investment.

After the feasibility of this project was determined, Cascadia Partners conducted preliminary outreach to 6 Food Cart Pod Operators in the region to gauge potential interest in operating the Food Cart Pod. There was unanimous interest from all six operators in managing the City of Fairview’s site. Cascadia Partners then developed the RFQ and outreach materials and managed the process to help the City secure a food cart pod operator. The Food Cart pod was successfully constructed in 2022.

After the successful implementation of the project, a property owner of an adjacent parcel contacted Cascadia Partners to envision a future redevelopment project to support the larger Halsey corridor. Cascadia Partners facilitated a charrette to inform a conceptual site plan of the sites with the property owner and City staff. Following the charrette, Cascadia Partners conducted a feasibility assessment for the development of townhomes and retail uses on the sites. The feasibility assessment and site plan informed a development strategy for the sites which the property owner is now undertaking next steps assessing.
